Human Resource Capacity Building for National Information Commission

Citizen's Campaign for Right to Information (CCRI) organized a one day 'Human Resource Capacity Building Workshop' for National Information Commission (NIC). The event was held on October 6, 2010 at SAP Falcha, Kathmandu and was organized in collaboration with National Information Commission (NIC)

 

The main objective of the workshop was to enhance understanding of NIC staff on various aspects of Right to Information (RTI) and aware them about the international principles and practices of RTI. Likewise sessions on appeal handling and Record Management System was aimed to enhance the functioning of the NIC.

 

From the NIC Information Commissioner Ms. Sabita Bhandari and Mr. Shree Acharya along with Secretary Ms. Bindra Hada were present in the workshop. Officer-level staffs of the NIC had participated in the program in which General Secretary of CCRI, Mr. Mr. Tanka Aryal, President of Information First (IF) Mr. Babu Ram Aryal, and NIC Secretary Ms. Bindra Hada had facilitated. 22 Participants including NIC staffs, CCRI officials and RTI activists had participated in the program.

 

During the program, Mr. Taranath Dahal, Chairperson, CCRI explained the role of the NIC, the sole organization entrusted with the duty of promoting and protecting right to information by the statute. Likewise, Mr. Tanka Aryal, dealt on appeal handling, decision procedure, proactive discloser procedure.  Mr. Babu Ram Aryal explained the role of record management system and internal flow of information for the proper functioning of the NIC.

 

In the last session of the workshop, Ms. Brinda Hada dealt on the scope, rights and duties of the Commission. She also expressed her commitment to develop NIC as a role-model from the RTI obligation perspectives. A brief action plan was also prepared based on the issues raised during the workshop. NIC officials expressed their commitments for the effective implementation of the action plan.
